Is it okay for human rights to take a backseat in the face of terrorism and other threats to international sec

Well I believe the actions in Guantanamo are based on the ideology that since the terrorists' goals are to harm others, the government has a right and a duty to stop them by any means necessary. A "to protect the many, a few must suffer" mood seems to be the general reasoning of government action.
