I understand the tire problem at indy but arn't the professionals.?

I understand it was a crappy tire, but dont we think that after 2 or 3 competition cautions, that the teams were smart enough to bring thier drivers in on thier own instead of needing nascar to decide it for them. aint that part of racing--deciding when to pit?
